Il PNRR è il programma di investimenti previsto dal Governo italiano per favorire la digitalizzazione del Paese e rilanciare l’economia
Gli ultimi anni non sono stati facili per le imprese italiane: la crisi indotta dalla pandemia ha pesato enormemente sul Paese, che non era pronto ad affrontare una simile sfida. In particolare la mancanza di una infrastruttura tecnologica adeguata ha impedito lo svilupparsi dell’industria 4.0 sul territorio nazionale, cosa che avrebbe potuto limitare i danni. Per questo il Governo ha deciso di agire concretamente per favorire la digitalizzazione dell’Italia, varando il PNRR.
Che cos’è il PNRR?
Il PNRR (Piano Nazionale di Ripresa e Resilienza), conosciuto anche come Recovery Plan, è il documento strategico che il Governo italiano ha predisposto per accedere ai fondi del programma Next Generation EU (NGEU), che si pone l’obiettivo di rilanciare la struttura economico-sociale del Paese, puntando in particolare su digitalizzazione, transizione ecologica e inclusione sociale.
All’interno del Piano, una particolare attenzione è rivolta all’innovazione digitale. Lo scopo principale del provvedimento infatti è quello di promuovere la transizione digitale nella PA, nelle infrastrutture di comunicazione e nel sistema produttivo, migliorare la competitività delle filiere industriali e rilanciare i settori del turismo e della cultura.
Il Piano, naturalmente, contempla anche numerose misure di sostegno alle imprese. I progetti nella missione “Digitalizzazione, innovazione, competitività e cultura” hanno infatti l’obiettivo di favorire l’innovazione in chiave digitale, sostenendo l’infrastrutturazione del Paese e la trasformazione dei processi produttivi.
La digitalizzazione in Italia
Al momento il nostro Paese risulta ancora molto indietro dal punto di vista digitale, nonostante siano stati fatti importanti passi avanti durante la pandemia. Secondo l’ultimo rapporto DESI (Digital Economy and Society Index), infatti, l’Italia si colloca al 20esimo posto fra i 27 Stati membri dell’Unione Europea. In particolare, l’Italia oggi è 25° per competenze digitali, 23° per connettività, 10° per digitalizzazione delle imprese e 18° per digitalizzazione della PA.
Si tratta di un risultato piuttosto deludente, che mette il nostro Paese in fondo alla scala delle economie digitali del Vecchio Continente. Se a questo aggiungiamo poi anche il fatto che la stessa Europa è “digitalmente arretrata” rispetto a colossi del settore come la Cina e l’America, il dato risulta ancora più allarmante.

Ovviamente tutto questo non avrebbe senso senza un modo per accedere a tali fondi. Le aziende possono avere accesso alle opportunità offerte dal PNRR rispondendo a un avviso pubblico o a un bando promosso da soggetti attuatori o da amministrazioni locali e centrali, oppure presentando una singola istanza compatibile con i requisiti richiesti dal piano.
Le domande devono essere presentate in via telematica e occorre che le aziende interessate siano:
- In possesso di un’identità digitale;
- Risiedano sul territorio nazionale;
- Abbiano una PEC valida;
- siano in regola con il versamento dei contributi.
Il PNRR rappresenta in sostanza un’occasione unica per rilanciare l’Italia sulla scena economica globale, utilizzando la tecnologia come base per plasmare una nuova economia. Non resta quindi che rimboccarsi le maniche e mettersi al lavoro per costruire quello che sarà il futuro del nostro Paese. E tu? La tua impresa è già digitalizzata?
